History Lesson:  Route passes the Château Frontenac where Churchill, Roosevelt and their advisers met for a second time in Quebec in a conference codenamed Octagon. (The first Quebec conference had been held more than a year earlier, in August 1943.) The two leaders discussed the war in the Pacific, and Churchill offered the aid of a British fleet. Roosevelt leapt at the opportunity against the advice of Admiral King, considered one of the greatest naval strategists in US history. Roosevelt's words were, '... the British fleet was no sooner offered than accepted'. Thus Task Force 57 was born and operated in the Pacific from March to August 1945.

History Lesson:  The 10 km routes go along Victoria’s Inner Harbour where the USS Phelps made port with President and Mrs. Roosevelt in 1937. A plaque is on the wall by the Captain James Cook statue. The plaques were designed to recognize ships and people who made an impact on the marine history of Victoria harbour. They are divided into two groups "Parade of Ships", located opposite the statue of Captain Cook (across from the main entrance of the Empress Hotel), which commemorates ships. "Explorers Walk", at the south end of the Causeway (next to the corner of Government and Belleville Streets) honours seafarers, shipping companies, and shipping lines. This section was opened in 1978. Since its inception, 36 plaques have been added.
